Form 3514 asks if the IRS has previously disallowed the federal EITC. I don't think I claimed it bc I didn't qualify, but does that count as being disallowed?

Then there's the same question again but for the California EITC, which I also didn't claim/qualify for.

No, you would have gotten a notice from the IRS (most people remember that) stating why it was being rejected and giving you a chance to correct it. 

 

The same thing is true for California.

No, you would have gotten a notice from the IRS (most people remember that) stating why it was being rejected and giving you a chance to correct it.
