Form 1099-R has an amount in Box 2a and state tax withheld box 14 has an amount. Box 16 State Distribution is blank. TurboTax won't let me continue if i leave it blank.

What do I need to do to be able to continue?

Try entering the amount shown in box 1 in box 16.

Even though there is an amount shown in box 2a, the amount that may be taxable by the state will not be determined from the box 16 entry.
