I live in the Netherlands. The Dutch tax office has just started to impose income taxes on my US government pensions starting with tax year 2019. It appears that they have decided that Article 20 of the tax treaty no longer applies. I am fully retired and do not work anywhere. How do I claim these income taxes on my US return? How can I go back and claim the 2019 income taxes that the Dutch tax office is imposing? They are still working on the 2019 income tax so I have no idea how much they will assess me.

You claim the credit or deduction for a qualified foreign tax in the year you actually pay it, so if you pay the foreign taxes in 2023, then you claim the credit or deduction on your 2023 U.S. return.
