This is a 1099R summary worksheet and you are limited to a $3,000 deduction as a Public Safety Officer, so you might have entered an amount greater than $3,000 or entered an amount for one 1099R and another one as additional amount and the two amounts total over $3,000.
To fix this you will need to go to Federal Taxes and EDIT the 1099R entries.
To EDIT pension and annuity Payments (1099-R)
• Click on Federal Taxes
• Click on Wages and Income
• Click on I'll choose what I work on (if shown)
• Scroll down to Retirement Plans and Social Security
• On IRA, 401(k), Pension Plan Withdrawals (1099-R), click the start or update button
Then after the 1099R you will get questions about the $3,000 medical deduction (and make sure that amounts entered do not exceed $3,000).

I have the same problem. I actually paid $5511 for health insurance. But I entered $3000 because its the max. The program continues to make it $6000. When I change it to $3000 in the review, it makes it $9000. I'm going to try making it $1500 in the retirement area of the program and see if that works.
Didn't work it made it $4500.
any answer to this question yet. I am having the same issue and I went back and lowered payments to 3000 even though it should fix it back to 3K if it is over
I contacted turbo tax and they said they are aware of the problem and are working on a solution. They said to check back next week.

One quick question. Did you use a downloaded version or a cd? I downloaded mine and wondering if download version had a bug
Did they ever get it fixed? Having the same problem with 2020 taxes, which I downloaded my version. Last year I used a CD and had no problems
Did you have your tax return information transferred from last year and also entering a new 1099R? You may have two 1099R's and may just need to delete one of them. If not, try deleting the 1099R and reentering. You can do that by following the instructions in the link below:
