Does the following pertain to an early withdraw: "After 2013 to 2014 Traditional IRA and Other Qualified Plan Distributions"?

Money was withdrawn early from an IRA and not a "scheduled distribution". This was penalized and taxed that tax year. Is this question referring to that withdraw or a "distribution" received after the qualifying age? Thanks in advance

It refers to any distribution from one of the listed types of retirement accounts.  It's to prevent you from taking money out of a retirement account only to fund a new contribution to claim the Retirement Savings Contributions Credit when you actually did nothing to increase your retirement savings.
