Does retirement income qualify as income from another state for purposes of needing to file a return for that state?

Is retirement income reported on a 1099R from another state considered "earned" income per the IRS Tax Code or is it treated differently than "earned" income?

No, states agree that retirement is taxed in the state where you live, not where you worked in the past.

No, states agree that retirement is taxed in the state where you live, not where you worked in the past.
