Does my payee send in a 1099R for my ira distribution when I do my taxes on line with turbo tax?
Yes, when you get a 1099-R the IRS will be receiving the same one. They will be looking for the 1099-R on your return to match what they have on record.

The *payer* sends the 1099-R to the IRS. The *payee* keeps the 1099-R for their records when e-filing, but attaches it to a mailed return if there was box 4 federal tax withholding.
