No, the IRA contributions should be allocated as received. The IRS associates IRA contributions per taxpayer, and any calculation of excess contributions are based on individual income.
Secondly, when splitting income for Line 1 of the MO-1040, this is only for IRA distributions. See page 7 of the 2019 MO-1040 Individual Income Tax Long Form Instructions.
