I'm referring to the "Credit for Retirement Savings Contributions" section. I received a 401K distribution in 2015 and reported it as income for that year. Do I have to report it again?

You have to list distributions from 2014 and 2015 here. You are not reporting them as income, you are reporting them here in TurboTax to see if you qualify for the Retirement Saver's Credit.
