Tas Table shows $363 tax, TurboTax says that for 2025, taxable income up to about $24000 has no tax liability

There will be no tax on the $3,634 because the taxable income is reduced by the Standard deduction to zero. The tax table does show a tax of $363, but the table show income after deductions.

 

 Standard Deduction 2025

This deduction can vary with age and physical condition

  • For single taxpayers and married individuals filing separately, the standard deduction is $15,700 in 2025 
  • For married couples filing jointly or a Qualified Surviving Spouse, the standard deduction  is $31,500, and  
  • For head of household, the standard deduction is $23,625

The reply you sent was the same as the reply by earlier questions.  The REAL reason my taxable income of $3,634 resulted in no tax is a $5,065 Long-term Capital Gain and the correct calculation of the tax.  This is buried on the Qualified Dividends and Capital Gain Tax Worksheet which is not part of the filed return.
