A 403b or 401k are employer-sponsored retirement plans.  You can’t have one without an employer to sponsor it (although you can sponsor your own 401k if you are self employed).  

An IRA is a private/personal retirement account covered under an entirely different section of the IRS code.  

You can rollover a 401k or 403b to a private IRA if you leave the employer.  You may be able to roll over a private IRA into your employer sponsored 401k or 403b but you have to check with the plan administrator.
