Do I need to file Georgia State tax if I live over seas and my only source of income is social security Disability and I am married filing jointly ?

Been told in the past social security  is not taxable income for the state of married the threshold is 32.000 is this true can't seem to get a decent reply turbo tax won't help.

If the Social Security benefits are the Only income to be reported on the tax return, then there is no reason or need to file a tax return federal or Georgia.
