Do I need to amend? I recharacterized an IRA to a Roth b/c my income was too high to get a deduction. There is zero net effect on my 2018 taxes due to this change.

If your filed 2018 tax return shows a nondeductible traditional IRA contribution on Part I of Form 8606 (or a deductible traditional IRA contribution on Schedule 1 line 32, but apparently not in this case), you must amend to change that.

Excellent.  I thought I needed to amend but was having my doubts as my amended return didn't look like anything really changed.  I did have a Form 8606 in my filed 2018 return.  I will amend.  Thank you for your answer.

When you amend with TurboTax, TurboTax will likely remove Form 8606.  You'll need to manually prepare a Form 8606 to submit with your amendment to explicitly show on line 1 that you made $0 of nondeductible traditional IRA contributions.

You are correct - my amended return from Turbo Tax simply omitted the Form 8606.  I'm glad to see this tip prior to mailing my amended return back.  The lack of a revised 8606 with the amended return was a little puzzling to me as removing the non-deductible IRA was the only real change in my amended return.
