No - as long as you are eligible to retire and have retired.
Instructions for the PA 40 return include in their list of Income not taxable for PA PIT purposes: "Commonly recognized pension, old age, or retirement benefits paid after becoming eligible to retire, and retiring"
If you are either not eligible to retire or haven't retired yet, the pension is taxable.
