Do I have to file a state tax return with Missouri if I received a 1099-r from a public retirement plan in Missouri, but live in Maryland?
Do I have to claim the income in both Missouri and Maryland?

No, retirement income is only taxed/reported to your resident state regardless of the source or where you worked when you contributed to the plan. You would only have to file in Maryland
