"Did you receive any distributions from a retirement plan after 2016?" If I reported these on the return of the year in which I took it/them, do I need to report again?

You only report the distribution on your tax return for the year of the distribution.  If there were no distributions in 2019 then you have nothing to enter on the 2019 tax return.

If you took a distribution for 2019 then you will receive a 1099R for 2019 to enter on your 2019 tax return.  These typically arrive in late January/early February from the financial institution that issued them.

TurboTax is asking in regard to your qualification for a Retirement Savings Contributions Credit.  Yes, you must enter these again because TurboTax does not track this historical information necessary to determine this credit.
