Unfortunately yes.

As a CA resident you are required to report all income from all sources (including your NVPERS) on your CA resident state income tax return.

California is one of five states that provides no special exclusions on relief for pension income at tax time. That means residents of California have to pay taxes on both California pension income and income from other sources, including any out-of-state pensions.
