Canadian RRSP withdrawal as a U.S. resident and Foreign Tax Credit

I have withdraw RRSP in 2021 as a U.S. resident. Can I forward excess of my foreign tax credit from 2021 to 2024? If the answer is YES, then how can I do it in Turbo Tax?
