Can my 1099-R for Minister's Pension be tax free? Previous years (1999-2017) were allowed. What to do?

I have filled out the form just as shown on 1099-R, with Box 4 "Federal Income Tax Withheld" left blank. If I put zeroes in the box, I get an error message.
