Yes, you can withdraw contributions you made to your Roth IRA anytime, tax- and penalty-free. However, you may have to pay taxes and penalties on earnings in your Roth IRA if you withdraw before the 5-yr holding period ends.

Where did you see a "lifetime limit"?   There is no such thing.

You can always withdraw your own contributions any time without tax or penalties.   Only earnings that are withdrawn before 5 years if you have not have any Roth IRA for 5 years in any account  are subject to penalties.

I think OP is referring to the $10,000 lifetime limit on withdrawals to buy, build, or rebuild a home.

Except that does not apply to the withdrawal of your own prior contributions which are always tax and penalty free - It only applies to any earnings that are removed.
