Can I withdraw contributions from a Roth IRA without penalty before 59 years old?

It depends. You can withdraw from your Roth IRA before age 59 and 1/2 without penalty if you're not withdrawing any earnings and you've had your Roth IRA for five years and meet one of the exceptions.
