Can I tell if my income was taxed by two states based on information provided on my W-2 form?

trying to figure out if my income was taxed by both Pennsylvania and Virginia state (not federally), is there a way to know for sure without contacting my employer?

Yes,

Boxes 15 -17 show what state the income was taxed in and what tax was withheld and paid to that state.

It could report more than one state.

This does not mean the the state shown in Box 15 on the W-2 is the PROPER state for which you need to pay tax to, but it does indicate which state(s) to which your employer paid the state tax which was withheld.
