If you are a business, you must issue 1099-NEC to anyone who performs services for you who gets paid more than $600. You need to request their tax ID number by giving them a form W-9 to fill out. If they check the box that they are an S- or C-corporation, then you don't issue a 1099, but you do issue 1099s to sole proprietors and partnerships.
If you are not a business, you are not required to issue 1099s to people who do work for you. You may, but it is not required.
There are several ways to e-file form 1099s for about $5 each, I'm not going to recommend any one specific service. Make sure you have all your info ready to go, because you also e-file a form 1096 with the IRS which summarizes all the 1099s, so it is best to do it all at once.
