I want to roll over a
TSP thrift saving plan
i401k
employer sponsored 401k
to a newly created IRA in the same year
and then do an IRA to a roth IRA conversion
all in the same year without penality,. Do I violate any of the rules for one roll over per year per the IRS?

No. The one per year is for a distribution from an IRA and then rolled back into a IRA. Rollovers from other types of retirement plans to an IRA and conversions do not count.
