I bought back my military time after 20 yrs of active military service, worked for the Federal Government for an additional 12 years, and now receive OPM retirement 1099-R. When Turbo tax asks if my OPM retirement is from Active Duty Military Service (20 of my 32 yrs is from creditable military service) can I say YES?

You will answer "No" when asked is the retirement from active duty service. Because military buy backs and credits are added to your civilian service annuity computation, you are considered to have a civilian retirement.
