No.  The taxable portion of Social Security retirement income is determined as if there is no WC reduction, on the federal return.  

The portion of social security, that is taxable on the federal return, is not taxable on the Ohio return. So, TurboTax will have already deducted that from Ohio taxable income.

 

Workers compensation is not taxable in any state.
