Can I get any of that tax back that was paid on IRA withdrawl
A few years and I needed money to pay bills and withdrew some money from my IRA. I was not yet 59 1/2 years old so I paid penalty, but also was charged taxes on money that was contributed after taxes. Assumption was that I had contributed Pre-tax. Can I get any of that tax back?

You basically have 3 years "open" to you to file an amended income tax return to receive a refund. So when did this event take place?

Funds in an IRA are assumed to be pre-tax unless you reported the after-tax contributions to the IRS (Form 8606) for the year that the after tax contributions were made.
