Yes, you can create a 1099 for your business employees.
You cannot create one for yourself.
You will need to upgrade to Self Employed.
To enter the cost of labor you paid out: (create a 1099 misc)
Go to your Business that you want to work on, (you will need to create a business prior to this)
>Wages & Income , click Self Employment and create your business
