Can I change Form 9465, box 8 to be zero, because I would like to make payments on the 25th of each month at minimum $50.00 to maximum $100?

You can, but the amount of the initial payment you could make can influence whether or not the IRS will approve your installment request.  The bigger the amount you can pay up front, the more likely your request will be approved.  Go back to the File tab and go though until you come to the question about wanting to pay with the agreement to say Yes and edit.
