If you had either contributions to or distributions from your HSA, then you are required to file form 8889. You do that in TurboTax by completing the interview under Deductions & Credits->1099-SA, HSA, MSA (wording may vary slightly between versions).
If you had neither contributions to nor distributions from your HSA, then in most cases, you don't have to file the 8889.
Note that even if you do not receive a 1099-SA because you made no distributions (that is, spent no money) from the HSA, you still should complete the HSA interview, because without a completed 8889, the IRS will assume that all your contributions are taxable.
You can complete the HSA interview without having a 1099-SA or reporting any distributions - but it's important that you complete it.
