Can I apply an energy credit that is being rolled to next year to an old tax bill?
If you're talking about a carryback, then no, you can only carryforward.
This, from the Instructions for Form 5695:
Also, use Form 5695 to take any residential energy efficient
property credit carryforward from 2016 or to carry the unused
portion of the credit to 2018.
