My 1099-R has boxes 1 (gross distribution) and 2a (Taxable amount) both filled in and nothing checked in box 2b. TT still wants to compute box 2a. In the past, TT has just accepted amount filled in box 2a by Payer. Why has this changed???

I agree it should just allow you to enter the data. Maybe delete the 1099-R and enter it again.
What is the code in box 7? For some types of withdrawals, box 1 and 2a can't be different.
If your box 2a has a non-zero number in it..(not blank, nor marked as undetermined), and that number is somewhat lower than the box 1 number, due to an after-tax contribution amount that is noted in box 5...then edit that retirement form again, and when you get to the following page (below), answer it as-if the displayed edits were present (i.e. you needed to answer YES).
Answering YES will use the box 2a $$ amount on your for 1040. Check lines 5a and 5b before and after entering that 1099-R.
(But if you answered No, and already entered some $$ in the "General" or "Simplified" calculation area ,you might need to delete your 1099-R first and re-enter it from scratch...not sure of that though)

For some strange reason...someone at TTX thought they needed to change the text in the follow-up question over what it was in 2024. Asked @GabiU to see if she could get it changed back , weeks ago. I seem to recall that @dmertz agreed it needed changing too.
So far....nothing ..... and I keep posting corrections for folks....but only those who just happen to know it's leading them astray. and ask What the heck is going on!!

Okay, so how do I bypass the questions? My wife's retirement plan is a 403(b), so I answered "yes" to "Are the payments from a 403(b)". She's a retired Texas teacher, part of the Texas Retirement System. And thanks for letting us know TTX goofed. But I dont understand how to get past the questions. It's asking for plan cost, tax free amount recovered in previous years, start date. All questions the software has never asked before. I don't need TTX to figure the tax free amount and taxable amount. The state of Texas tells us that on the 1099-R.
You might need to delete the 1099-R entirely and start over. If you started thru the Simplified or General Method questions when you started thru the first time...then you might have to just delete the form and start the form from scratch.
