If there were ever any pre-tax contributions made to the IRA, then at least a portion of the distribution will be taxable. You cannot designate a distribution from only after-tax money in a Traditional IRA. Also, an early withdrawal from a Traditional IRA will be subject to the 10% early distribution penalty unless an exception applies.
