1099R state tax withheld amount was entered correctly but system is rejecting . Why is it happening?

system does not allow me to efile due to state tax withheld amount on 1099R. I double checked and every entry is correct. looks like software bug. please correct it.

If box 16 is blank (empty) or has a 0 entered then enter the amount from box 1 into box 16, state distribution, so that you can e-file the tax return.  The state distribution does NOT flow to the state income tax return.
