1099R Issue I get: For efiling, NY state withholdings can not be greater than or equal to gross distribution or state distribution?

This gets flagged, yet my withholding amount is less than gross distribution amount.

If you have withholding in box 14 then enter the amount from box 2a into box 16 for the state distribution. If box 2a is blank use the amount from box 1.

Yes - that fix got me past that issue and allowed me to file.
