1099r form-box 9a has 0% written and it won't let me enter that.

Then leave that box blank. Erase the 0 and leave it completely blank.

Turbo tax says the minimum percent is 0.001% but my 1099r has 0%on it.

That is why I suggest that you leave it totally blank. Blank is logically equal to zero.

Box 9a only applies if you split a distribution with another person; then the % that applies to your portion would be entered.

I would suggest that you delete your Form 1099-R and re-enter it manually, leaving Box 9a/b empty.

If you're using TurboTax Online, go to Tax Tools > Tools > Delete a Form.   For TurboTax Desktop, go to FORMS in the upper right corner.
