1099-r section i entered the info from the retirement that i rolled over into an ira roth and checked the box stating i did but when go back the roll over is unchecked

What exactly did you roll over from?  Was it also a Roth?

i rolled a $12000 403b into an ira roth. then i cashed out the ira. i entered both 1099-r and it shows i withdrew $25000 that i have to pay taxes on....after i enter the first 1099 for the 403b i check the box stating i rolled it into the ira...but when i go back and edit it is switched to no i didnt roll it into an ira?

The  check box just directs you to the next screen bases on which box you choose.  If you return to the interview you must check the box again - it does not remember.
