For some reason, the NY software requires a value in box 14, even if it is empty on your 1099-R. Edit that and make sure box 14 has the value of box 2a in it (or the federally taxable amount of box 1 if 2a is blank).........Could also be a situation where you mis-entered the value in box 12. That sometimes happens if you hit a comma for the decimal point which turns box 12 into an unusually large number.

Look at the gross distribution data entry as well. Is there a typo there (say a decimal instead of a comma)?

NOTE: prior to 2020 the state tax was in boxes 12-14, 2020 renumbered those boxes to 14-16.
Box 16 is not usually required because it has been an 1099-R industrial standard for many years that if there is only one state in box 14 & 15 then the box 1 amount does not need to be allocated between two states - the entire box 1 amount is understood to be the state distribution so box 16 is just left blank.
But recently, there are at least two states (one being NY) that will reject 1099-R's with a state tax and a blank box 16 so it is okay to enter the box 1 amount into box 16 to satisfy the states requirement.
Smart check check this entry: form 1099-r (e-trade): Box 12a for electronic filing, New York State and Local withholdings can not be greater than or equal to gross distribution. Box 12 a. I put in 0.00 and it doesn't work.
On my 1099-R there is no box 12 a.
Box 12 is not box 14 for 2020, the text has not been updated in the error check.

Is there a dollar amount in box 14 on your 1099-R?
If no tax was withheld then all boxes 14-16 must be BLANK. 15 & 16 are only used when tax was actually withheld in box 14. Box 14 cannot be zero - either a dollar amount or blank.
I live in New York STATE. I had no state tax taken from my 2a taxable amount. I did have federal income tax withheld. How does New York State know that II received income. All you telling me to to leave box 16 blank.

I went back to my taxes today and yesterday there was a software update. I applied it and it still not opening my tax return.
On your 1099-R, since the NY pension is not taxable, leave boxes 14, 15, and 16 blank. This should prevent the error messages and let you e-file your return.
