1099-R line 9b. Entry on my form says 0% but TurboTax throws error saying it can’t be less than 0.01. How do I enter this as 0.01 is not on the form I received?

Try deleting the zero and leaving the box blank. The software in general does not like zeroes and you should only enter them when the software instructs you to do so.
