If you lived in and are filing just one state return, then the odds are high that had a box 16 value been printed on your 1099-R, that the value would have been the same as what was in box 1. So use that.
If you have a more complicated situation, give us a shout back...
My 1099-R forms do not have a box 16 or they are blank. TurboTax insists on box 16 info and does not allow me to e-file without that info. Apparently TurboTax is stupid and insists on the taxpayer manufacturing information that is not provided by the issuer of the 1099-R forms.
It is more likely that TurboTax is trying to prevent certain state returns from being rejected because the state requires an entry in box 16 when there is a number present in box 14. If you want to electronically file your return enter the box 1 amount in box 16.
