To enter your retirement income, Go to Federal> Wages and Income>Retirement Plans and Social Security>IRA 401 k) Pension Plan Withdrawals to enter your 1099R.

since you are in free version there might be a question/pop up window that you don't see begging you to upgrade NOW! You can't move forward until you close that .. scroll around on the window and see if there is anything like that. A 1099-r entry is available on the- 1040SR so the limited Turbotax free should allow it.

Turbotax is not participating in the IRS freefile program this year 2021, too many complaints?
