Self-employed with Solo 401K Plan and a SEP accounts. If I chose not to contribute to either one, am I still "covered by an Employer's Retirement Plan" for IRA purposes?

No.  You are covered only if you made additions (either elective deferrals, Roth contributions or employer contributions) for the tax year.
