I closed out a retirement savings account and received my 1099R from a previous employer 2 years ago. If I've already filed the 1099R do I still need to say "yes" when they ask if I've made any distributions from a retirement plan?

Yes. For the purposes of calculating the retirement savings contribution credit, eligible contributions are reduced by distributions that you have taken after 2013 and before the due date of your 2016 tax return. Please refer to line item 4 on page 1 of Form 8880 for additional clarification. https://www.irs.gov/pub/irs-pdf/f8880.pdf
