On the question about form 1099-G or info from state taxes, it says refund for 2017. Does it mean 2016?

I don't have form 1099-G ... am I looking at 2017 state refund or 2016?

It's reporting to you your 2016 state tax refund, which you were paid in 2017. That state tax refund you received in 2017, is taxable income on your FEDERAL return for 2017.
