On line 16 on my 1099-r is 0.00; however, It says state distribution amount should not be less than state tax withheld....how do I fix this?

The issuer has omitted to fill box 16 of your form 1099-R.

You can safely fill in the gross distribution amount in box 1 for box 16.

Anything in box 14? If not then leave boxes 14, 15 & 16 blank, no spaces. If you have withholding in box 14 then enter the same amount as in box 1even if box 16 is zero.
