My Retirement Savings Contribution Credit is only $200. I contributed over $2,000 to my 401k, and made under $27,000. Shouldn't I receiver 50% of my contribution?

Yes, if you are filing Married Filing Jointly or as Head of Household and the total household Adjusted Gross Income is $27,750 or under.

No if you are filing Single or Married Filing Separately. Then you only get 10%.
