Solved

My husband was receiving SSI and no longer qualifies. He had to pay back an over payment. Is there a way to claim the money we are now paying back from previous years?

No, because SSI isn't taxable, so you never paid tax on that money in the past, and you can't claim a deduction for repaying it.
