I have decided to contribute $5,500 to my Traditional IRA. Do I need to transfer this money to IRA account before I file the taxes ? Or can I file the taxes indicating that I will contribute and do the transfer later in March ?

You only need to fund the IRA by the tax filing deadline of April 18, 2017, and you need not indicate that in TurboTax.

Related to this.  In TurboTax it asks for you to enter dollar amounts if you plan....plan on making contribution by tax deadline.  Should this be left blank if you are not positive on the amounts or not sure if you will make a contribution- this is for a roth ira

There would be no harm in entering an amount if you want to see what effect (if any) it would have on your refund meter as long as you change it if you end up funding a different amount..
