If I withdrew out of my 401K to fund my divorce, would that qualify under "qualified domestic relations tax"?

No.  A qualified domestic relations order would be when the court orders you to split the 401k with your ex-spouse.  You can't use that exception to pay for the divorce process.   You could claim the penalty exception for "emergency personal expense" on up to $1000 of withdrawals, the rest will be subject to tax and the full penalty.
