If I earned too much money according to RRB, they say I have to pay back. But tax people say I can open IRA and avoid this. Who is right?

You are getting apples and oranges here.

Both are right in some respects.

You can lower the income taxes by doing an IRA (non-Roth). ---- Income Tax Rules

However if you make too much money per RRB and are below the full-retirement age you can end up paying some back.  The IRA will not impact at all what you have to have to pay back. ---RRB Benefit Rules
